Digitalization of registration and licensing procedures in DLS through software development


Workshop on “Inauguration on Digitalization of registration and licensing procedures in DLS through software development” was jointly be organized by Department of Livestock services (DLS) and BeezBistar Foundation (BBF) on 13th November 2019 at 11:00 am in DLS Conference Room. 2nd Floor, Khamarbari, Farmgate, Dhaka. Md. Ashraf Ali Khan Khasru, MP, Hon'ble State Minister, Ministry of Fisheries and Livestock was present as Chief Guest and Dr. Hiresh Ranjan Bhowmik Director General, Department of Livestock Services (DLS) chaired the occasion.

There were 77 participants in the workshop from Animal Health Companies Association Bangladesh (AHCAB), Feed Industries Association Bangladesh, Bangladesh Veterinary Executive, Bangladesh Dairy Industries Association, Bangladesh Veterinary Council and Department of Livestock Services (HQ) high officials.

In the Welcome speech Dr. Abdul Jabbar Sikder, Director (Admin), DLS delivered his thanks and greetings to BeezBistar Foundation and PROKAS, British Council for the assistance in preparation of Software for digitalization of Licensing and Registering procedures. He believed that through this digitalization, DLS has been entering a new era that will ensure transparency and accountability of DLS services in coming future. The program was moderated by Dr, Abu Sufian, Assistant Director (Animal Health & Administration), DLS. Md. Jahangir Alam Jony, Secretary, BBF, briefed about IBP FS activities and achievement in the event. Dr. ABM Khaleduzzaman Assistant Director, Farm, DLS shared the major scopes of digitalization system. He said that this online based license and farm registration will cover four module base data management facilities including: Online application for the licensing of new Feed Mills under Category 1, Importing feed ingredients and additives under Cat-2, including Grand Parent (GP), farm registration; renewal of feed mills, farm license and registration; notification for applied feed mills/farm through SMS; Feed Mills/Farms record/paper documentation management; monitoring of all operation through central server established in DLS. Dr. AHM. Taslima Akhter, Consultant, BBF demonstrated the online application system for feed mills, farm and feed dealer license and registration procedures.

Dr. MA Sobhan, President BeezBistarFoundation expressed his thanks and gratitude to DLS to provide the great platform for joint work among BBF and DLS in the area of food safety governance in poultry sector. He mentioned his great honor to the Chief Guest. 


Lira Shirin, Manager, PROKAS, British Council


Lira Shirin, Manager, PROKAS, British Council delivered her greetings to DG, DLS for his cordial cooperation and recognition to IBP FS program. She mentioned that PROKAS will try to keep the support for the successful implementation of digitalization of licensing and registering procedures in coming days regarding orientation of all stakeholders on software utilization including other support for strengthening transparency and accountability of food safety intervention through IBP partners in local and national levels.

Prof, Dr, Abdul Alim, Member Bangladesh Food Safety Authority briefed in the event that they will demonstrate safe corner for safe agricultural product in upazila and district level to avail the quality product for general consumer as pilot trial and he expressed his appreciation to DLS and BBF for innovation of digital system that will support the service provider and receiver to assure transparency.


Md. Ashraf Ali Khan Khasru, MP, Hon'ble State Minister, Ministry of Fisheries and Livestock


Formal inauguration of digitalization of licensing and registration procedures declared by Md. Ashraf Ali Khan Khasru, MP, Hon'ble State Minister, Ministry of Fisheries and Livestock as Chief Guest. He said that present prime minister of Bangladesh committed in 2008 national parliamentary election to make digital Bangladesh that implied in 2019. He mentioned that through online application, approval and monitoring system of licensing and registration procedures DLS has been starting a new era of journey that will be helpful for service provider and service receiver indeed. He requested all stakeholders including DLS for the successful implementation of digitalization procedures to strengthen transparency and accountability in livestock sector. He acknowledged his thanks and gratitude to BBF for their continuing support for the development of livestock sector and shared his pleasure being present in the successful event. He also requested feed producers, importer and other business stakeholders to avoid unethical trade and production for the wellbeing of human consumption. He mentioned that through this type of digitalization DLS will play key role to focus SDG 2030 of Bangladesh Government.

The event was closed by the speech from Chair Dr. HireshRanjan Bhowmik, Director General, Department of Livestock Services (DLS) where he conveyed his thanks, greetings and appreciated BBF for assisting DLS by developing the digitalization activities and requested all stakeholders including DLS officials for the successful implementation of this system. He said that from today DLS has been entering into a new era of journey through digitalization of licensing and registration process. He also mentioned that this digitalization will be helpful for the simplification of DLS service delivery system. He shared his view that DLS is always ready to work with any private, CSOs organization and today`s program is the result of this relationship that we will acknowledge in future also. He assured that DLS will provide all kinds of coordination to BBF and PROKAS, British Council program in national and local levels. He delivered his gratitude to all participants including media personnel for their active participation.
