Functional use of digital licensing and registration procedure: DLS & BBF initiative


Digitalization of registration and licensing procedures in DLS system through software  developed  by BBF with the support form IBP Food Safety Governance in Poultry Sector Project. The main objective of the developed this software is for strengthening online based follow up and monitoring of registration and licensing procedures in DLS system.

For functional use of this software a daylong orientation meeting on ‘Capacity building of government (DLS officials) to functional use of digital licensing and registration procedure for poultry business at national level’ was held at Hotel Sarina, Banani C/A, Dhaka, Bangladesh on Wednesday at 1st September, 2021. Department of Livestock Services (DLS) and Beez Bistar Foundation (BBF) jointly organized the orientation meeting.

This online based license and farm registration will cover module base data management facilities including:

Online application for the licensing of new Feed Mills under Category 1, Importing feed ingredients and additives under Cat-2 ,including Grand Parent  (GP) farm registration; renewal of feed mills, farm   license and registration; notification for applied feed mills/farm through SMS; Feed Mills /Farms record/paper documentation management; monitoring of  all operation through central server established in DLS. 

The Food Safety Governance in Poultry Sector project six sites District Livestock Officer (DLO),  seven Upazila Livestock Officers and from DLS Dhaka respective 12  DLS officials, PROKAS, British Council representative along with the staff members of IBP FS partners participated in the event.

Dr. Shaikh Azizur Rahman, Director General, DLS participated in the event as Chief Guest. Dr. Debashis Das, Director Extension, DLS and Dr. Md.  Aflac Uddin Fakir, Director Planning of DLS attended as Special Guests. Dr. M. A. Sobhan, President, BBF Chaired the event.

The orientation meeting moderated by Dr. Taslima Akhter, Manager, PROKAS, British Council and Jahangir Alam Jony, General Secretary, BBF.

Dr. M.A. Sobhan, President, BBF offered his thanks to all the participants for being their representation in the event. He mentioned that this digitalization process will save time, expenses and visits, stakeholders of livestock will be huge benefited and licensing and registration process will be accelerated and offered his wishes.

 

Jahangir Alam Jony, General Secretary of BBF offered power point presentation in relation to briefed overviews on Food Safety Governance in Poultry Sectors: Achievement, Challenges and Way forward’ and summed up the activities since 2017 to till now. Dr. Pallab Kumar Dutta (DD,HRD) and Dr.  H M Shahadot Hossain (ULO L/R) demonstrated the accessing procedures of digital licensing and registration in power point presentation and replied with answers came from the audience. 

It was very active and lively participation form the participants. They expressed that this digitalization will be benefited for both stakeholders and DLO’s because the monitoring on licensing and registration in our working area will be so easy and time saving for us and the security system of this website for accessing will ensure its authenticity. It will help the following areas very smoothly:

  • Online application for new farm registration of GP/Parent stock
  • Online application for License of   feed Industry
  •  Online application for renewal farm registration and License
  • Online application for registration of bull station ,vet diagnostic lab
  • SMS Notification for applied  Industry /company
  • Industry  company wise farm management
  • Digital Monitoring all licensed and registered industry/Company to know their renewal status.

The closing remarks was drawn by Dr. Debasish Das (Director, Extension) and said that online based license and farm registration will cover module base data management. Finally he thanks to BBF for organizing the successful event and expressed his hope for its functional use of online based follow up and monitoring  of registration and licensing procedures in DLS system.
